Personality: The thing most ponies would get from meeting Rarity at first glance would be either a sense of elegance and grace, or snobbery and a little bit of conceit. Of course, this depends on somepony's perception (and what kind of mood Rarity is in at the time). Rarity is the owner of a dress shop called Carousel Boutique in Ponyville, and has a very high interest in fashion. However, instead of following trends, she instead tries her best to create them. Her number one dream is to open a shop in Canterlot.
Rarity is a bit of a romantic and likes to dream of the day when a fairy tale prince sweeps her off her feet. Despite this, she seems oblivious to the fact Spike likes her. Also, she tends to be highly concerned to see anything that offends her sense of fashion or taste; canon examples of this include cutting off her own tail for a dragon who lost have his mustache and giving a messy-haired Twilight Sparkle a makeover upon first meeting. When she gets 'in the zone' as she puts it, she abhors being disturbed. However, if a pony's a friend (or famous), she'll (somewhat grudgingly) pause her work to see what they need.
Rarity, above all else, considers herself an elegant and graceful lady. It's not uncommon to see her getting pampered at the spa when she's not working, getting mani-pedis and soaking in a hot tub. As a result, she detests manual labor, unless it involves sewing, of course. She can also act like a diva, as evidenced in the episode where she was kidnapped by some desert dogs; also, when something bad happens to her, she wails, moans, and falls over like it's her job to be a professional drama queen. She can be almost harsh when she critiques other ponies. Above all else, she's probably one of the worst (or best, depending on your viewpoint), whiners in Ponyville, if not Equestria, and she knows it; this is how she managed to drive her kidnappers crazy enough that when her friends came to rescue her, they practically gave Rarity back.
On the more positive end of the spectrum, Rarity is a bearer of one of the Elements of Harmony, representing Generosity. Despite being ambitious, she aims to please, working herself to the brink of exhaustion when trying to make dresses for her friends for one of the many galas held in Canterlot. However, this proved almost futile when her friends rejected her first designs, wanting something that suited them better individually; it didn't end well, and the first dresses looked even better as a result. Rarity worked very hard trying to please her friends, and it's something she continues to do when she's not having a bout of vanity or selfishness. What cemented her role as the representative of her element was the aforementioned deed of chopping off her tail to even out a lake dragon's mustache.
Because she works so hard, it's easy for her to get stressed out, especially if things aren't working the way she wants them to. Her mane and tail tend to frizz when this happens. While she can sometimes let her own selfishness get the best of her, she's always ready with an apology when she realizes she's been wrong.
Strengths:
Like all unicorn ponies, Rarity has the ability to make things levitate, move, and operate tasks as she likes. As a fashion designer, her outfits carrying a lot of elaborate details, it's safe to assume she's very precise with her magic, a talent other unicorns may lack. Also, Rarity's magic has a unique quality, in that she can use it to track down gemstones buried in the ground. As stated above, she is a first-class whiner when she wants to be, though this could be seen as a bad thing as well as a good thing, as it's not exactly something to think about.
Emotionally, one of Rarity's greatest qualities is her determination; she will never back down from a task, no matter how daunting or frustrating it may seem. The aforementioned episode about making her friends dresses is a prime example of this. She lives to make other ponies happy, and is not above getting her hooves dirty when the time calls for it. In the episode 'Sisterhooves Social', she actually allows herself to get covered in mud in an attempt to make up with her little sister, Sweetie Belle. She also has a keen eye for detail; the episode 'Art of the Dress' has her making a sketch of a dress so elaborate that her friends (most of which having no experience in fashion) were able to finish creating it for her.
Weaknesses:
Physically, Rarity isn't very strong; she can kick, yes, but she's nowhere near the strength of Applejack. Her speed and stamina are about average for a normal pony, perhaps even a little less. Because of her ladylike demeanor and the fact she goes to such lengths to look good, she may act over-dramatic when even just her hair is messed up. A planned rainstorm is all it takes to send her into a fit in one episode. Plus the mere mention of dirt usually sends her into a tizzy.
Rarity has a flair for the dramatic; she is prone to fits of being a diva when something's gone wrong, and sometimes, even when things haven't. In 'Lesson Zero', when she and her friends are having a picnic outside, she actually manages to use her magic to bring a chaise lounge over, since she didn't want to sit on the ground. She can be a little vain, even though she pushes through it when it counts. Her tendency to want to change the style of others may borderline on pushy and off-putting to ponies who aren't used to it. She tried this with Twilight Sparkle when they first met, and Twilight ended up sneaking away when Rarity wasn't looking. When embarrassing things happen to her, she likes to forget about them quickly, rather than look back on them as something to learn from. This is shown in 'The Return of Harmony', as Rarity's brainwashing was broken, telling her friends to never speak of the incident again (said incident involving her being hypnotized into thinking a large rock was a diamond).

Is this that serene retreat I've heard about that rests outside Fillydelphia? Oh Celestia, I can tell the difference! You girls are so nice to gift me with such things. But my birthday's not for a while yet...
Wait... Did Rainbow Dash accidentally crash through my roof again?

"No no no, this simply will not do! More Vogue and less Coltigan's Island, please!"
Bringing a hoof to her face, Rarity sighed. How was she supposed to work in these conditions? All she needed was a fabric store, just one, and she could get her creativity flowing again. So far, all she had found that she could work with was, well, hideous. She shuddered and cleared the work table with a sigh. She still was mad that she was imprisoned in a place with wings she couldn't use, yes, but for now, she accepted the fact there was no escape. But she couldn't get rusty; she still had a thriving business back home, and once someone found a way for everyone to get out of here, she could get back to it.
But for now, she had problems. Big ones.
"Really, what does a pony have to do to get some decent fabric?" She couldn't help but bemoan her situation; she was a lady, a rising star, not some lowly prisoner meant to wallow in a place like this! Hoofs rubbed the sides of her head as glasses were pushed behind her ears. She needed to think; she needed to get inspired! Looking outside, she wondered and pondered and fretted, and just as she was about to start trotting around her room, she saw them. A gasp of horror escaped her lips; the poor soul! She knew it was a bit outdoorsy here, but nobody, human or pony, deserved to walk around looking like that. Lacking materials be darned; Rarity was going to save this lost wanderer from the worst crime of all: plaid.
She moved into the hall. "You! Yes, you, with the... hair." What in Equestria was that style? It looked like it had bred a bunch of parasprites. So that also needed fixing. "This won't do, not at all." Ignoring any protests, Rarity moved behind them, using her muzzle to nudge them into the room. "Now now, don't you fret! Rarity's here, and Carousel Boutique's Luceti Outlet is going to get you out of the woodshed and into fabulous~!"
